I was wondering if it's feasible to cut off my cat and muffler to run a straight pipe for a bit. Im on what you would call budget mechanics lol. If so what would i use to clamp it down?

It is not feasible to do that.  If there is nothing wrong with the exaust leave it alone.  If its not broke dont fix it.  If you get rid of the cat the O2 sensor readings will be off and your check engine light will turn on causing the engine to run worse.  More fuel and air will be dumped in causing your gas mileage to suffer.  You will end up spending way more on gas than necessary.  However if your exaust is rusting of or broken it would be ok to run a straight pipe for a while.  You will just use more gas.  So if your doing it just for sound i would advise against it.  When you say clamp it down what do you mean?  To clamp the pipe together there are only two ways buy two dollar muffler clamps and adapters. The other way is to weld it if you have access to a welder.  If you need to hang the exaust up you can just use wire or cut a clothes hanger and use that to TEMPORARILY hang the exaust.
