Bomb plot reveals the flaws in Air Cargo Screening?

The two package bombs intercepted by authorities in Britain and Dubai last week appear to have been built to detonate in flight and to bring down the planes carrying them, the bombs were not detected in any of the Airport. It was the intelligence news that prompted the authorities about the bombs. Why they spend some much money on these scanners if it can't detect a bomb.

    The cargo scanning is good but the materials used in bombs were plastic explosive materials. Which are very difficult to detect by these scanners.
