   Above is the skeletal structure, if you draw lines connecting each atom to the C atom.  To get the Lewis Structure, add 3 lone pairs of electrons around each Cl atom, for a total of 20 electrons (2H = 2 electrons, C = 4 electrons, & 2Cl = 14 electrons).
