In safe mode, you cannot enable web cam in windows. You may need to format and restore your computer to factory settings. It is started with only the basic drivers and files that permits windows to operate and allows the user to diagnose and maybe fix problems. Therefore drivers like webcams and other drivers that aren't needed for basic operation of windows won't be loaded. Webcam can only work in normal mode. So you do not have any option to run webcam in save mode.

I think you have a problem to operate your system in safe mode.  You must be familiar of operating your computer in safe mode.

If you are running Safe Mode because you will not get into Windows, you may desire to first try loading the last renowned good configuration.

To get into the Windows 2000 / XP Safe mode, as the computer is booting press and contain your "F8 Key" which should convey up the "Windows Advanced Options Menu" as displayed below. Use your arrow keys to proceed to "Safe Mode" and push your Enter key.

Note: With some computers, if you press and contain a key as the computer is booting you will get a attached key message. If this happens, rather than of pushing and retaining the "F8 key", tap the "F8 key" relentlessly.

I hope this all will be very helpful for you. Good Luck!
