Cuisinart CPT-160CB toaster. The main control lever won't stay down. Is this a mechanical problem?

Cuisinart CPT-160 CB toaster.  The main control lever does not stay down.  Unit heats but lever will not catch.  Is this a mechanical problem or one related to the chip?
