Not all earthquakes cause Tsunamis. These are Tectonic earthquakes that occur beneath the sea and so cause Tsunamis. Earthquakes occurring in areas with seashore are normally at risk of a Tsunami. When an earthquake happens beneath the sea, the water above the deformed area is displaced from its equilibrium position which forms waves as the displaced water mass. This massive water acts under the influence of gravity, attempts to regain its equilibrium causing Tsunamis.

And yes, even not all earthquakes under the sea create Tsunami’s. It’s only when large areas of the sea floor elevate or subside. Large vertical movements of the earth's crust can occur at plate boundaries creating massive earthquakes under water leading towards a Tsunami.
