I want to know whether United Kingdom has the power to Veto any substantive resolution.

    The Security Council's five permanent members have the power to veto any substantive resolution:
    There are five permanent members of Security Council that have the power to Veto, they are France,  China , United Kingdom, United States and the USSR. With the exception of the People’s Republic of China, which replaced Republic of China in 1971 and Russia (which superseded the Soviet Union seat in 1991), the current P5 membership were all drawn from the victorious powers of World War II.
