   I would say you have a short someplace that is along the wire in which powers the horn. Sometimes the wire is touching something that gives it power and so the horn works then you turn on the key, the ignition and the horn are on the wiring diagram. You need to go back to that shop and get them to check that, could be your horn switch is bad or has a short in it. But this is more for a shop to fix. Hope this helps and good luck!
