Question:

How can I get a copy of the Solicitation/Contract between a VA Hospital and a medical school?

I have a partial Solicitation/Contract/Commercial Items document which details the relationship between a medical school and the VA Hospital.  However neither the medical school nor the VA has been cooperative with FoIA or subpoena requests.  Is there someplace like online which would have a copy of this?  Anyone else I could go to?  Thanks.
