How does Google find if the site have content that is relevant to the user search?

Hello. I am 18 years old and I just started my blog. I want to know how  the procedure used by Google to find the good content of a page?

    When a user enters a query, the Google machines search the index for matching pages and return the results that it believe are the most relevant to the user. Relevancy is determined by over 200 factors, one of which is the PageRank for a given page.
