   1-Your internet plan Speed-If you are trying to get to more speed your internet service provider is providing you with then I would suggest you to upgrade your plan.
   
   2-The physical memory and the performance of your computer (if you are running windows 7 on 1Gig RAM that should be sufficient)
   
   3- The size and source of the file and from where you want to download.
   
   First and foremost trial to work on as less as likely resourceful programs while you are downloading(though windows 7 arrives with a  allotments of graphical characteristics but they all assist to slow down your download speed)-as this will save space your RAM  for the program being downloaded to be kept in your provisional folder.

    Well in my opnion you should turn off the automatic updates caz it takes a lot of internet speed. secondly check if you are downloading any files through P2P network, that might reduce the internet speed
