I dont understand the difference between a federal minister and state minister, waste of resources?

    A federal minister is the head of the ministry and can become cabinet minister if the PM wants. State ministers are usually ranked lower to the federal ministers and they usually do not get into thre cabinet. A state minister may, sometimes, become the head of a ministry on his/her own but those ministries would normally be very small or insignificant. Created just to get votes
