I sent a payment through moneygram and it hasn't been posted. Why?

I have sent some money to my friend in Dubai and it hasn’t been delivered yet. Can someone tell me that why did this happen?

    Your Biller is responsible for posting your payment. MoneyGram sends notifications of payment to your Biller within 10 minutes of Transfer completion. Please contact your Biller regarding exact payment posting time and availability. You may also want to provide your ExpressPayment Reference Number to your Biller to help expedite the confirmation process.
