If Pakistani calls are charged as local calls in Mobilink Jazz International roaming?

I want to know that if I call any number in Pakistan is it charged as international call.

    All calls made to Mobilink numbers and other numbers in Pakistan will be charged as international calls. Calls made to other countries than the one you are roaming in will also be considered as international calls.
