In HEC Pakistan how many students a supervisor can supervise?

I heard that a supervisor can only supervise 3 PhD students according to the rule of HEC Pakistan. Is that true or a supervisor can supervise more students than it.

    The maximum number of PhD students under the supervision of a full time faculty member will normally be 5 which may be increased to 8 under special circumstances in teaching departments subject to prior approval of the Higher Education Commission.
