   No, you can only track down your mobile only if the Sim is inside the mobile phone but when the Sim is out from the cell phone and thrown away then nothing can track down that Sim.
   
   But yes if the Sim is inside the cell phone then it is always traceable any time of day 24 7.
   
   Tracking can also be made possible through IME number but at that time the cell phone will be with some one who also paid some money to guy the cell phone from some local shop. And there would not be any trace that who was the one who is the real culprit.
