MY 5 year old niece just inform me that her grandpa sexually abuse her baby sister

I live in California and I have the confession on tape. I don't know what to do because a few years ago my sister(the mother of the girls) was raped and then she removed charges from her husband, husband dad and friends. The girls were under my custody for a few months then they were returned to their parents. PLEASE I NEED ADVICE!!!! I have the confession of my 5year old niece on tape but I don't know if that's sufficient and what I need to do.

    make a copy of the tape.if grandfather does not live in house with child: go to the district attorney's office in your neighborhood and bring tape. if grandfather lives with child: call child protective services first and file a report. second, call the police and make a police report.
