Pokemon Emerald- Team Help!

Okay, I need help. First, here's my team:
Ninetales
It's misunderstood, before I restarted, I defeated Gym Leader 8 with only her LVL 35 (NOT EVEN -1)
Seadra
No story, it's cool, and powerful, and I'll change it for Milotic (Chances of getting Milotic are pretty low)
Bellossom
It's that one that people don't have the heart to get rid of
Flygon
Awesome sub for Salamence
Delcatty
Because Delcatty are awesome
Plusle OR Mawile (Undecided)

Now, I'd never forgive myself if I didn't use a starter (Perferably Blaziken or Sceptile) Also, HELP ME! I WANT TO USE PLUSLE AND MAWILE!AND DON'T TELL ME NEITHER, AND DON'T TELL ME NOT TO USE DELCATTY!
HELP ME! And I'm a pro, but even pros need help sometimes.

That aside, I think you should try this set out:

Ninetales

Nature: Timid

EV's: 252 Sp.Atk / 156 Spd / 80 HP / 20 Sp.Def

-Fire Blast

-Hidden Power [Grass]

-Substitute / Grudge (obtained as a Vulpix at Lv. 37)

-Will-o-Wisp (obtained as a Vulpix at Lv. 17)

It's hard to explain EV's, but someone can do it for you.
