Reasons for why the VSI controller on Jet 7 chair will slow down and stop the chair.

My mother's Jazzy Jet 7 chair is fully charged and all battery lights are 'on', but she says the speed lights will blink and the chair will slow down to a crawl and stop after a short ride.  After a few minutes, she can turn it back on, but it goes very slowly.  She's afraid to drive it now.  What would cause the VSI controller to malfunction?  The manual says it will shut down the chair to protect it from overheating, but she doesn't drive it that far (today it happened after 20 feet).  Apparently, it was working fine last week.  Do I need to change a fuse or something?

    The batteries need to be replaced.  Even though they show all the way into the green, that's because the lights show how much voltage they have instead of how much current they can provide.  That's why the gauge drops quickly once you put a load on them.
