Scheme for Import of Duty Free Car by Disabled Persons in pakistan.  No: 16(I)/2006 – Import II. It is notified for the information of all concerned that the Government of Pakistan has decided to allow import of duty free cars for personal use of the disabled persons.
A Pakistani national suffering from physical disability (excluding mentally retarded /handicapped and old age disability) may apply to the Federal Board of Disabled Persons (the board) for import, once in five years, a new car not exceeding an engine capacity of 1,350 cc for personal use without payment of custom duties provided the applicant, hereinafter referred as the “disabled person”:-
i. is deemed to be otherwise fit to drive a car i.e. he/she is not disabled due to mental retardation/ illness (mental or physical)/old age etc. and that the disability is such that can be overcome, for driving purposes, by fitting special gadgets to the car.
ii. possesses a valid driving license;
iii. has a monthly verifiable personal income between Rs. 20,000 and Rs. 100,000
iv. has not imported a duty free car and/or has not purchased a locally manufactured car at concessional rate of duty/ taxes during the last five years
v. has not been rejected by the board during last two years preceding the date of application
Explanation:-
a. Valid driving license means a Driving license issued by an appropriate authority to drive a car/jeep and does not include a learner’s permit.
b. Verifiable income means such income on which income tax has been paid or is so certified by appropriate revenue authorities in case of agricultural income.
1. The disabled persons may apply on prescribed proforma available on the website of the Ministry (commerce gov pk) to the Section Officer (Import – II), Ministry of Commerce along with certified copies of the documents mentioned therein.

    soon this scheme should be closed because the no dealer/company are interested to provide invoice perofrma, and there is not any help/guideline is provided from ministry of commerace and custom. in othe words it is a horrible Jock with disable persons.

    hahahahaha This is all a joke, I recon the people who have actually made these rules are more retarded than any retards i've ever came across, who made rules up!

    If these people were fit to hold a driving license, ends up earing between 20 and a 100 thousands rupees a month, it begs to ask the question...how are these people exactly handicapped, in any mentaly, or physically shape ???

    By the sound of this rubbish, it seems to me, this baloney is only meant for those few idiots in Government or their leaching families..... hahahahaha no wonder Pak aren't getting anywhere!

    Personally thinking, they should open up the gates, so Pak ends up being flooded, where upon they could end up flourishing.

    My daughter Mst. Sahar Raza Mazher is a regular student of Second year M.B.B.S., of Independent Medical College, Faisalabad.

    Unfortunately, our whole family met a fatal road accident in July 2001 while she was a student of class 8th. She was injured seriously and became disabled (She can not move her lower Limbs, Paraplegic). At present, she is mobile on wheel chair.

    She is facing lot of problems in her traveling from home to college & back in ordinary vehicles. Recently I have read a Public Notice regarding “Scheme for import of Duty Free Car by Disabled Persons” through which I wish to Import such car so she can be independent in her traveling to college & to comfort her life as much as possible as her disability is permanent by present medical knowledge & she will benefit from the facility for rest of her life.

    By reading the terms & conditions there is a condition that the disabled person must has a monthly verifiable personal income between Rs.20,000 and Rs.100,000 that she in person doesn’t and it is not expected from her being dependent and being a student yet. But as I’m the Father and the sponsor of her studies, I can afford to import & maintain her car as I lie in the category that is having this monthly income.

    She is now 21 years old and at the time of accident she was only 13 years old. She has to learn driving now and then qualify for the license as she can learn the driving only on specialized car.

    You are, therefore, requested to permit me to import a car for disables for my daughter as a SPECIAL CASE. I shall be highly obliged for this favor.

    Friends its just like showing inferior to all we disabled..
    Terms are very tough which are for all royal families which we can't bear..
    A term is to have 20,000 to 1,00000 income which is really a joke, disabled s are burdens upon family and those are dependent then how does they have their earnings?
    Above mentioned term is enough to push disabled person out of society..
    So all disabled are suggested to suicide there self as we have learnt about this idiot joke.......
    In pakistan disabled has no right to stay alive and no support from government..
    Share all your ideas about what progress you made on this topic.. and anybody availed this facility or any one got a car through this process?

    hi, how old can a car be upto to be imported from the uk to pakistan if a disabled person wants to do so? is there any other taxes to pay and roughly how much will it cost?When the car reaches to the destination how long will it take to clear the proceedures? will it be a matter of hours or days?

    In Pakistan, the Disabled persons are allowed to import any car, Government wont charge any taxes on it. It will be totally exempted from Tax.

    Forget duty free !


    No car has been imported under this scheme so far. Beside many things, you can't get performa invoice for such car. Any body knows any site providing special gadgets to fit in any auto transmission car so that I can convert any local made car as all gadgets in hand typ !

     Rule for duty free car for disable people in Pakistan. Some of the following conditions and circumstances shall apply for import of a brand new car for individual use without payment of custom duties provided the applicant hereinafter referred as the disabled person

    1. is deemed to be otherwise well to drive a car i.e. he/she is not disabled due to mental retardation (mental or physical) and old age etc. 2. The disability is such that can be overcome for driving purpose by fitting particular gadgets to the car.

    3. The income of that person is verified monthly and income is between twenty thousand to one lacks. 3. Possesses a valid driving license.
