     Picture tube of your Television set has expired that is why powers up and shows the green light, but the screen remains black.


    The Cathode Ray Tube called CRT is a vacuum  tube  containing an electron gun (a source of electrons) and a fluorescent screen, with internal or external means to accelerate and deflect the electron beam, used to create images in the form of light emitted from the fluorescent screen. The image may represent electricalwaveforms (oscilloscope).

    So after a period of 8 to 10 years the tube expires so you need to replace it with a new one. Or some times when there are children around the television set then the age of picture tube decreases even more. 

    So now you need to replace the picture tube of your television with a new one.
