Once-secret US diplomatic memos reveal Western concerns that terrorists might get access to Pakistan’s nuclear material and American scepticism that Islamabad will sever ties to Taliban factions fighting in Afghanistan. The leaked US embassy cables also show US doubts over the abilities of the weak, unpopular civilian government. The revelations were published on Tuesday by newspapers working together with WikiLeaks, which obtained more than 250,000 leaked American diplomatic files from missions around the world. Britain’s The Guardian newspaper published many of them on its website. National Intelligence Officer for South Asia Dr Peter Lavoy briefed NATO Permanent Representatives on the National Intelligence Estimate (NIE) for Afghanistan on November 25. He said the NIE described a grim situation in Afghanistan and predicts that negative trends would continue through 2009 if five inter-dependent regional challenges in South Asia were not addressed: defeating al Qaeda in Pakistan, creating stability in Afghanistan, creating stability in western Pakistan, creating stability in Pakistan as a whole, particularly in the economy, and improving the bilateral India-Pakistan relationship. The Permanent Representatives called Lavoy’s report “unrelentingly gloomy”, but appeared to agree with his assessment that Afghanistan is “winnable”, especially if NATO took several immediate concrete steps to improve the situation.
