Not all that familiar with the Hoover Dryer line but in general if you have 12 volts being fed to the heater element.. you identified why it isn't heating .. Your husband is correct in that heater power should be line voltage.. You may have a non-resettable thermal fuse that has opened or a relay that feeds power to the heater is not being commanded to turn on by the logic on the control board. If your husband is handy and technically competent, he should verify that there is 220VAC at the input termnal block of the dryer itself ( carefully) to make sure you don't have one phase missing
