What is a ‘broken link’? How it effect SEO?

I asked a seo expert to review my newest website. This is my first website in fact. Well, the expert wrote me that my site has too many broken links. Can someone please tell me what a broken link mean and what’s its impact on search engine ranking.

    Broken link is a hyperlink which is not functioning or not leading to the desired location. Links can be broken for a number of reason, but four of the most common reasons are: a website/webpage going offline, linking to content which is temporary in nature (due to licensing structures or other reasons), moving a page's location, changing a domain's content management system. Most large websites have some broken links, but if too many of a site's links are broken it may be an indication of outdated content, and it may provide website users with a poor user experience. Both of these may cause search engines to rank a page as being less relevant. http://home.snafu.de/tilman/xenulink.html is a free software program which crawls websites to find broken links.

    Broken links, if found on your site negatively affect the website. A web crawler when visits a broken link and finds nothing on it, not even a link to get back to the previous page. A site with too many broke links may be identified as non structured site by search engine crawlers and none of the search engines like non structured sites and throw them back in SERPs.
