The primary keyword that you select should be used as close to the beginning of your page's title as possible. It's also important to use your keywords in the beginning of your title tag because there is a character limit on what is recognized within a title.
Don't forget that you are writing your title for visitors as well as search engines. That means that you do not want to just stuff keywords into your page title to try to fit as many in as possible. Your title should be an actual sentence, phrase or description, and should not be a series of keywords separated by commas or dashes. Like all other areas of your onsite SEO, using too many keywords and using them too heavily will have a negative effect on the results that you end up seeing.
