Why Search Engines constantly keep on changing their ranking criteria?

I’ve been into SEO for a couple of months and one thing that’s making me crazy is too frequent changes in ranking criteria. Can anyone explain why the ranking criteria keeps on changing?

    Search engines are also constantly changing their ranking criteria. They do this to prevent gross manipulation of their search tools. This is also done to serve end users with updated and best websites.
