Why is it that sometimes the Cathay Pacific seat map is not available online?

I have booked my seat of Cathay Pacific online but not seeing the seat map. What is the reason for that.

    If at the time of your request, all the seats available for “Advance Seat Reservation” are reserved, a seat map will not be displayed and you will be offered the option to submit a window or aisle seat preference. We will assign a seat based on your preference when seats become available.
