Why is thaipusam prohibited in India?

If India is a democratic country then why did they prohibit thaipusam. Does anyone has an answer for this and tell me some about this festival.

    Thaipusam is a Tamil Hindu carnival that is ostracised in India, but still performed in Singapore and Malaysia.  Supposedly, the sources of Thaipusam concern to a myth in which the goddess Parvathi provided a lance to her child Murugan, who then vanquished three demons, thereby evolving the destroyer of all evil.

    During Thaipusam, devotees give thanks or penance to Murugan by producing offerings of milk or honey.  However, they may furthermore pierce their cheeks or tongues with steel skewers some feet in extent, which are said to comprise Muruga’s lance. Still other ones accept a kavadi, a timber or steel shrine that is adhered to the body with snares, chains, and needles.
