Why sergeant cross chases the racers in the beginning of nfs carbon game?

As the nfs carbon starts  sergeant cross comes in from nowhere and starts chasing the racers, I want to know the reason of sergeant cross  ridiculous chase in the beginning of nfs carbon game, please specify.
