A top U.S. official said the leaks have done substantial damage to diplomatic efforts and the U.S. government has said they could endanger activists in authoritarian countries whose conversations with U.S. diplomats are described in the cables.
"There are clearly sources identified in these documents, people particularly in authoritarian states that have talked to us, and we believe that the release of these cables definitely puts real lives at risk," State Department spokesman P.J. Crowley told reporters.
"Our embassies around the world have been in touch with those civil society and human rights activists. We have warned them of what's coming. We are open to help them and protect them in any way that we can, if necessary," he added.
The spokesman declined to say whether the United States might offer asylum to such people.
