can a 13 turning 14 year old marry a 17 year old while pregant?

one of my friends are 13 turning 14 soon and she has been dating a guy 17 for a really really really long time.. and she has been pregnant for like a month or two. he got her pregnant when he was 16 and they were asking me is there any way they can get married without parental permission? isn't there a state that allows you to marry under age without parental permission while pregnant?

    Some states will allow a marriage that young WITH parents consent. The only state I can think of that lets minor females that are pregnant marry without parental consent is Maryland, but Maryland only allows this without parental consent if she is 16 or 17.
