clarke ac2000a air compressor 2 hp won't start - just hums

was working. . tried to start up when preasure dropped. .turns over apprx 1 sec then  hums

    first check capacitor, then check blow off valve under regulator, then check checkvalve, brass thing 3 connections on tank.
    also try to start with empty airtank to check checkvalve fault.
