heat elements kick on but blower wont, can hear a clicking after elements are on?

   replaced bower gut it still wont kick on even though elements do. just replaced because technician that checked it out said blower was bad. can flip breakers  sometimes then it will work. electric bills have been almost tripled for last three months. when pulled filter off it shocked me so something is shorting out. tired of payin a tech 100 to 200 every three month to come work on it. i need help. intertherm E2EB-015HA
