    Hi,
Several companies, including Samsung have stand alone local HD tuners available.  However, you will be missing a lot of good HD pictures now available on satellite--quite inexpensively also. I have a Dish Model 811 HDTV satellite receiver that also includes a built-in local HD tuner (these stand alone local HD tuners can cost up from $300).  Dish will currently install a complete satellite system with this HD receiver for about $49 up front (which is refunded with your first invoice as a credit against programming!!)and no installation cost.  You must sign up for a year of Dish programming that costs $25 monthly for their 60 channel program package, plus their HD package at $10 montly. The HD package has DiscoveryHD, ESPNHD, TNTHD, HBOHD and ShowtimeHD, plus another Dish HD movie channel and an HDNET general interest channel as well as a PPV movie channel.  You must subscribe to the HBO and Showtime packages (about $30 per month) to get these channels in HD.  They can not be bought separately.  This adds quite a bit of cost to the package and I do not take the HBO/Showtime packages as the movies are pretty poor at times.

If I sound like a Dish dealer--you are entirely correct. I own an 811 receiver and watch these channels on my Pioneer 53" HDTV--the HD is great. I also get 8 local HD channels off the antenna (they are free).

Your cable company may also have an HD cable box available. You might want to compare their cost versus Dish and see which is the best deal for you. Your TV will do good pictures on your DVD player if it has the component outputs (red, blue and green color coded RCA connectors).  Just connect them directly to the TV component input using a three wire cable.  Your surround receiver may or may not do component switching. Depends on how old it is.  Most newer units have two component inputs--one for DVD and other for a tuner/satellite/HD cable box.
Switching through the receiver simplifies the system connections and operation.

Now for your other issues--it sounds like you have your sources connected correctly through the receiver. The receiver monitor output (video only) should go to one of the TV composite video inputs(no HD comes through this output). Then select the source with the receiver so that audio comes from the surround and follows the video as you select.  The TV stays on the video input. If you do not have component switching on the surround receiver, just connect HD video directly to the TV component inputs.  The DVD component video should go to the second set of component inputs on the TV.  All audio from these devices comes through the surround.

The TiVo has both audio/video outputs plus a channel 3 RF output--both carry the same signals except that stereo/surround audio only will come from the A/V outputs. The RF channel 3 is mono audio only.  If you have the A/V outputs of the TiVo connected through the receiver, the TV will not get the audio since it stops at the receiver.  You should be able to watch TiVo and get audio by using the RF channel 3 signals.  I think the TiVo has two sets of A/V outputs, unless you are using the second to feed the VCR, you could connect these directly to the TV on an A/V input and then hear audio through the TV speakers without using the surround.
