I believe it is heredity.  My paternal aunt and her daughter had these itchy tiny fluid-filled bumps on the fingers mainly index and I had them mostly on all fingers but thumbs when I was younger.  It was hard for me to bend my fingers.  My aunt used to have me make a paste of baking soda with water and smear them on my fingers.  It would soothe the itching and make the bumps disappear after a few applications.  Now my daughter has the same itchy tiny fluid-filled bumps on her right hand first three fingers.  We are trying some anti-fungal medication that her doctor gave her for another allergy she had to see if it works.  If not, we will resort to the good old fashioned Arm & Hammer baking soda trick.
