Question:

signing parental rights away if I don't even know your child

My child is 11 years old and last time i saw her she was 1 year old. The mom took her away from me and haven't seen her since. I don't have the funds or confitions to fight for her and the child doesn't know me, can i sign my parental rights and have her be adopted by the current mom's husband? What are my options?
