small claims. I was wondering if a person has the right to go after someone that has had their car

I was wondering if a person has the right to go after someone that has had their car at their house for a year and a half. They were suppose to fix it then never did. so we took it back.  there was never an agreement on storage fees but now he is trying to collect.
