   According to our information internet is not owned by anyone, in beginning it was developed by DAPRA (defense advance project resource agency) just to send e-mail and FTP. The first massage sent through internet was in 1969 between UCLA and Stanford Research Institute. Than communication protocols were developed by Vint Cerf and Robert Khan in 1974 ant there on changes were made in it to make it more easy and the fastest mean of communication. So, we can't say anyone the owner of internet.
