   It's natural especially when puberty begins.  Boys are not used to hair in that region or having a larger p***s and testicles.  Sometimes his man parts shift and either get itchy or uncomfortable so he adjusts himself.  Just tell him to be discrete about it.  h**l, I am 23 and a bit bigger than average down there and I always am caught adjusting myself.
