2001 Mercury 200 2 stroke loss of power when exceeds 3000 RPM

Previous had  particals in fuel filters - thought that was the problem - new lines, new electrical connections w/# 6 silver solder all conections -batteries up full charge.
Did have a plug wire connector not fastened securely and was firing against the block.
The Engine starts to loose power (sharp decline in RPM) as soon as I tac over 3000 RPM

    The motor idles okay.  When I put into gear and at low speed, it wants to load up. I then put motor in neutral, clean out motor, put back into gear and give it full throttle.  It'll hesitate and gets going.  When on plain, motor runs fine at high speed.  It's a 2001 Mercury 200 2 strike.
