   Hi,
   The most likely diagnosis is what is called a venous malformation or anerysm.  These type of lesions can be surgically removed by a hand surgeon.  Since these lesions can become large if they ever rupture there can be a lot of bleeding.  Since I cannot see the lesion, I cannot be totally sure of the diagnosis
