You must have a current and valid overseas driver license or international driving permit (IDP) to drive in New Zealand. A current and valid overseas driver license means that your license allows you to legally drive in your own country. If you are disqualified from driving or your license is currently suspended, expired or revoked, then you are not allowed to drive in New Zealand.

Any foreigner with a valid international driving license or driving permit  may drive. However, If you do not have valid driving license  you have to go through driving test for getting driving license. If you pass it then you can get a driving license but if  failed you will be not allowed to drive.
