I want to find out if someone who wants to weatherize now may be able to pay now but receive reimbursement later if a cash for caulkers program comes to fruition.

I wouldn't hold my breath. There isn't much upfront anymore, just double talk. Usually the first one to take something like this to heart, usually gets hosed, especially if he/she takes it on there own, and has faith that the ideas come to fruition. Best advice is to beware and watch for scams. If you are well off enough to get such done to your home, then you are moreso well off than the average bear. At this point in time, I can't see anything but a hole in your bank account, only justified by a minute decrease in utilities. Ultimately the choice is yours, and good luck.
