Cobra Two-Way Radio not charging, brand new

Can't get Cobra CXT90 radios to charge from the wall charger.  Batteries are instlled correctly and there is power on the outlet

    Hi,
    On the top or side should be a small rubber flap. Open it and your charging plug should under it.
