    Hi,
Does it show you the Motherboard (BIOS) startup where it is usually black and white and the splash screen for your computer before Windows ever loads?  Or do you get nothing?

The first thing I would try is to pop out all but one stick of RAM if there are multiple and see if it will come on.  Then if that doesn't work, exchange them until you go through every stick.  (I see you have another VGA card, I would assume that came from a computer.  If the RAM matches and you know that it works, try one of those sticks).

If that isn't the problem, make sure you do not have any loose connections with wires going to and from the mobo to drives, fans, etc.  If everything turns on (fan-wise) you may want to check and see if you know anybody who has a pci video card that you can put in one of your pci slots (just to rule out the video card slot).  The next thing is to reseat your heatsync.  You will want to clean the old thermal paste off the heatsync and apply a new, thin coat on it before placing it back on your processor (make sure it has cooled down before taking it off).

If all is well on those fronts, it is either the board itself or the processor.  the only other thing to try is to swap out a processor that will fit the socket mobo you have and see if that makes a difference.

I hope this was helpful for you.
