   Here is the proper procedure to get a driving license in Philippines:
   First of all apply for a student driving permit. For this you need a valid ID and a birth certificate. If you come in line at the LTO by 9am, you would have your student permit before 11am.
   After this go and get a form and pay the fees, then get your picture and electronic signature taken by the officer over there. This will not take much time at LTO I. The validity time period of a student permit is one year, enough time to learn how to drive.
   After one month of driving with a student permit, you can now apply for a non-professional driver’s license.
   For this bring your student permit and get two important tests done. First of all drug test and then medical test. These are the two requirements for non professional license along with 1 month-old student permit of course.
   After completion of all tests, you can now go to the LTO to get your application form. After filling up the form, with the attached student permit and medical and drug tests, you will go to an evaluator who will take all your documents. Then you will go to a review area, where you will study for the written exam.
   After all this done you pay some fees and get picture and electronic signature taken.
   After your written exams, they will call out your name and ask you to go to the practical driving area. After practical driving test you will be provided a slip having a date mention on it on which you can collect your driving license from LTO. This only happens if you have passed all the tests.
