    Hi there, unfortunately I do not know of any spells, charms or operations that could help you grow or get wings. Although I can understand the appeal of being able to take off any fly wherevener and whenever you want, experimenting with charms and spells can have terrible and adverse effects. 

   
   

   Some scientists have developed jet packs and other forms of propulsion to allow people to fly somewhat, however this does not involve wings. I wish you the best of luck and hope you learn to love planes if you are looking to fly anywhere.
