The country where I live is known to have people speaking different languages. If you travel from the North towards South, you can find people belonging to different cultures and life styles and conversing in different languages. Many languages do sound alike if you are a foreigner but as a native they are totally different. I know many people who have the ability of knowing almost all languages spoken in my country. Hence I would like to know that how anyone can learn any language?

You need not to be a linguist in order to learn languages other than your native or national language. All what it requires is your interest, enthusiasm and ability to learn a particular language. The very basic way to learn other language is to read a novel, story or any other text that have a translated version available in the language known to you.  Besides, if you are in a culture where a different language is spoken, observing the actions and responses also help learning language a great deal. It may not be an easy task and can prove to be boring at times if you do not have an interest or proper aptitude towards learning other languages.
