Is it necessary to add 0092 before assigning favorite number in Mobilink Jazz?

I am not clear that why I have to add 0092 before adding any friend & family number, can somebody tell me the reason for it.

    You have to add 0092 before adding any friend & family number because it is the international dialing code for Pakistan. Mostly while dialing from abroad we have to add +92 or 0092 to call any number in Pakistan that's why it is necessary to add it.
