   Sounds like an issue with not enough power on the USB ports to run the drive. Disconnect any other USB devices and see if it runs. In device manager you can check the properties of the USB ports to see hw much power is available. You could alos try in a desktop to see if that can spin the drive. Really a pretty common problem with 2.5 inch drives since the power to spin up the drive comes from the USB ports which usually have only 500 mA or less available.
